Pursuant to a law passed by Congress in 2015 Americans can not obtain or renew a passport if they owe taxes in excess of $ 51,000.00. The State Department is currently denying applications, and not revoking previously issued passports. Therefore, if your tax debt exceeds $ 51,000.00, you may travel abroad, but not renew the passport.
There are a few exceptions to this penalty. You are excepted if you are paying off tax debt in an installment payment plan approved by the IRS.
